Two examples
The census data is collected by a splitting up wards into a series of areas for ease of collection. The data is used for creating community first areas, excellent where the area is homogenous but causes either very affluent areas to be in or very poor areas to be out where it is not.Sometimes it ends part of the way along a road!

Wales was given a fifth European seat in the days of first past the post european elections. This created 5 new seats which were then used to elect additional members to the national assembly of Wales. If Wales had not had a fifth seat some of the regional election results would have been different.
