Mike Hedges AM welcomes the 20th Anniversary of Devolution by reflecting on its Impact on Education in Wales.



Speaking in his Swansea East Constituency, Mike Hedges AM said… ‘20 years is a long time and when we think back to schools in the 1990s, we think of a school estate of crumbling buildings with a large number of classes of over 30 children. Since devolution there has been over £1.4 Billion invested in education and within my area of Swansea, we have had new secondary schools such Ysgol Bryntawe, new primary schools such as Burlais and Ysgol Lon Las, new facilities for programmes such as Flying Start, and the introduction of Free School Breakfasts.



The Welsh Labour Government is committed to giving children the best possible start in life; initiatives such as Flying start, the Breakfast clubs and the Foundation Phase all aim to focus on getting things right from the very start. Embedding children’s rights in to every area of our work ensures we never lose sight of the importance of children in our communities.



I look forward to seeing continued improvement in the lives of our children as we move forward to the next decades of devolved government.’



·         Free school breakfasts

·         The Foundation Phase, changing the way our children learn.



·         21st Century Schools - the biggest investment in new school buildings since the 1960s. The first wave of funding provided though the Programme will see investment of more than £1.4 billion over the five year period ending 2019.  This will support the rebuild and refurbishment of over 150 schools and colleges across Wales. More than 100 schools have already been built or refurbished and a further 63 schemes are under construction or approved to proceed. A second phase of the programme will begin in 2019 bringing total investment to over £3.8bn.





·         Investing to reduce infant class sizes.



·         30 hours a week of government - funded early education and childcare for working parents of three and four year olds, for up to 48 weeks of the year.





  • Introduced the Welsh Baccalaureate which gives broader experiences than traditional learning programmes, to suit the diverse needs of students.



·         Wales is consulting on new guidance for Relationships and Sexuality Education - It will better support schools in engaging with a range of important topic, including healthy relationships, domestic violence and LGBT issues.



·         Flying Start - provides services to children under the age of four in some of Wales’ most deprived postcode areas.



·         Children’s commissioner, first in the UK



·         Made the UNCRC law in Wales. This law is called the Rights of Children and Young Persons (Wales) Measure 2011.





·         Introduced a Bill to remove the defence of reasonable punishment

·         Allocating an additional £12m to ensure that more young people will be in receipt of free school meals.



·         The most generous package of support for students anywhere in the UK.  Listening to the voices of students and the NUS.

Mike Hedges AM has joined other AM’s in calling for the Welsh Government to urge the UK government to apologise for one of the most infamous episodes in the history of the British Empire – the killing of hundreds of Indian citizens in Amritsar in April 1919. Speaking during the Assembly Recess, Swansea East AM Mike Hedges said….. It is important that we remember our history; it is not just about remembering the good, we must also remember the bad. The massacre of innocent civilians by General Dyer and his soldiers was a day of shame for the Empire and it remains a stain on the relations between the UK and India. The 100th Anniversary of the massacre would be a good opportunity to being to right the wrong of that day through the UK Government offering an apology for the events of that day. Apologising can be part of a healing process over an event which is still talked about by Hindu and Sikh families in my constituency.

  1. Notes the 100th anniversary of the Amritsar Massacre (also known as the Jallianwala Bagh Massacre) on the 13th April 1919 in which troops of the British Indian Army opened fire on a peaceful crowd in the Jallianwala Bagh Gardens of Amritsar, Punjab.



  1. Deeply regrets the tragic loss of life during the atrocity and the adverse impact of the event on British-Indian relations.



  1. Calls on the Welsh Government to urge the UK Government to take the opportunity afforded by the centenary to issue a formal apology for this shameful event in British history.

The four Swansea men conned customers out of £425,000 in four months

Speaking after the verdict at Swansea Crown Court, Swansea East AM Mike Hedges said….. ‘I welcome this verdict and the jail sentences; I have campaigned against cold calling and scammers for a long time and it is good to see people who prey on the elderly and vulnerable getting their just desserts. Subjecting these people to scams and exploitation is simply appalling and I congratulate South Wales Police on the result achieved. I would also like to pay tribute to the victims who testified in court – it is a very brave thing to do! I would urge anyone who thinks they have been the victim of a scam to come forward and seek support from the police and other agencies – only through people coming forward will be able to help put other similar scammers in jail.’



FACTS ON SCAMS IN WALES

The average age of mail scam victims is 74.

 Over half of people aged 65+ believe they have been a target of a scam.  An estimated 3.8 million fraud incidents and 2.0 million computer misuse incidents were experienced by adults aged 16+ in England and Wales for the year ending March 2016. Given that there were a total of 6.3 million incidents of all other crimes in the same period, adding fraud and cyber-crime almost doubles the total crime figures.

 The majority of fraud incidents (2.5m) relate to bank and credit card fraud. The majority of computer misuse incidents (1.4m) relate to computer viruses.

 However under-reporting makes it difficult to accurately measure the extent of scams – the OFT estimated that fewer than five per cent of victims report scams.

 A third of older people who fell for a scam may have lost £1,000 or more. There are many cases where victims lose tens of thousands or even more than £100k.

 The City of London Police estimate that savers lost £9m to pension scams between April and August 2015 – twice as much as in the same period in 2014.

 £1.2 billion is lost to investment scams in the UK every year, with people aged 65+ particularly likely to be targeted.

As of this month (April) people in residential care, will get to keep more of their money. 

A local Assembly Member Mike Hedges AM has welcomed the increase to the amount residents can keep (the capital limit) from £40,000 to £50,000.

There are up to 4,000 care home residents, in Wales, who pay for the full cost of their care. Increasing the capital limit to £50,000 has the potential to benefit a significant number of these, depending upon the value of the capital they hold.

Welsh Labour pledged at the 2016 Assembly elections to increase Capital limits £50,000 by 2021.  This month’s implementation means they have met the pledge two years early.

Mike Hedges AM said: “I am delighted the Welsh Labour Government have met this pledge two years early”

“When I speak to residents, they tell me that they are worried about the costs of care and the thought of having to use their life savings or selling their homes to pay for care, when they get older.”



“Welsh Labour has always stood up for older people in Wales. That why we promised to more than double the capital people can keep when in residential care – freeing up more of people’s money for them to use as they wish.

Finance Minister Rebecca Evans and MoneySavingExpert.com’s Martin Lewis will today join forces to launch a standard application procedure for council tax support in Wales for people with a severe mental impairment.

Swansea East AM, Mike Hedges AM said….. ‘This is a very helpful development for people with a diagnosis of severe mental impairment. It has been difficult for people to navigate through long and complicated forms, with each local authority having their own forms and level of support. This new standard process will simply applying for support for people with the relevant diagnosis and will enable that people with the same condition will be treated the same right across Wales. I hope that this new standardised approach to both application process and level of support will lead the way to other conditions having standardised application process. I would urge anyone who feels they may benefit to contact Swansea Council.’

Developed with MoneySavingExpert.com – the UK’s biggest consumer website – and local authorities, this new approach puts Wales at the forefront of steps to make council tax fairer.

For the first time, people who have received a severely mentally impaired (SMI) diagnosis and meet the eligibility criteria will be treated consistently throughout Wales to ensure they receive the same support and discounts no matter where they live. They will also be able to claim back any council tax discounts, to the point when they were diagnosed.

To access this support the Welsh Government, MoneySavingExpert.com and Welsh local authorities, have developed a single, simple and easy-to-use form, which people with SMI can use to claim what they are entitled to. The form is now widely available in all local authorities and advice centres across Wales.

Mike Hedges welcomes news that an Independent evaluation finds National Integrated Autism Service is providing a much needed and valued service and that the service has now opened in Western Bay and West Wales.

Speaking after the release of the report, Swansea East AM Mike Hedges AM said…  ‘this evaluation is good news; I have met many people with family members who are autistic and they have related many sad tales of lack of joint up thinking and service provision which has complicated access to services. This integrated Autism Service is working and making a real difference to people’s lives. This is why I am so pleased that it is now working in Western Bay and West Wales. I hope that this service continues to make a difference to the lives of my constituents in the years ahead.’


The Welsh Government is continuing to invest in the development of new and innovative autism services to improve autism provision. To ensure the reforms are achieving the results Welsh Government commissioned an independent evaluation.

The review involved interviews and discussions with autistic adults some of whom are also parents of children with autism, and family members and carers.

The evaluation found that the Integrated Autism Service, established in Cardiff and Vale, Cwm Taf, Gwent and Powys is providing a much needed and valued service. Services in West Wales and Western Bay have now opened.

It also found that there are consistent diagnostic pathways for adults to the IAS, although further work is needed to clarify pathways to other services, such as mental health.

The evaluation also showed that the IASs have increased the capacity and quality of assessment and diagnosis services for adults. Improvements to the capacity and quality of children’s assessment and diagnosis services have been made, through the establishment of new children’s Neurodevelopmental (ND) Services.

The evaluation found that prospects for the future are encouraging, provided services can cope with demand, retain staff and secure funding for the service beyond 2021.

Mike Hedges said….. I welcome this news – following the Grenfell Tower Fire, it is surely right that all types of high rise building have sprinklers fitted. Cost cannot be allowed to be an issue here and I hope that when the more detailed plans are announced, there will be support for Local Authorities to retro fit sprinklers to their high rise properties, both residential and office blocks.

The Welsh Government will promote the retrofitting of sprinklers in high-rise buildings, Housing and Local Government Minister Julie James announced earlier this week.

The Minister made the announcement following the publication of the expert group on building safety’s ‘roadmap’ for improving fire safety in high-rise buildings. While the Welsh government will respond to the group’s recommendation more fully in due course, the Minister confirmed she will accept the recommendation from the roadmap to promote the retro-fitting of sprinklers.

Speaking after the Senedd Meeting on Wednesday, Swansea East AM, Mike Hedges said… ‘When my daughter went to university she had difficulties opening a bank account through the medium of Welsh and this led to other people contacting me with other examples of financial institutions who do not make it easy to use Welsh in communications with them. There is an obligation for Public Sector organisations to use Welsh and if this difference is not addressed, as I noted in my question, we will have a two tier standard. It is encouraging to hear of the example of Santander, and I hope that other Financial Companies will follow suit in enabling Welsh speakers to use their language when communicating with their banks, building societies and insurance companies.’

The difficulty my daughter had in getting Lloyds Bank to accept the form in Welsh is well-documented. What discussion has the Minister had, or intends to have, with banks, building societies and insurance companies regarding accepting correspondence in Welsh, because otherwise we're going to have a two-tier system, where the public sector responds in Welsh and the private sector doesn't?
