What can be done to protect front line services
Increase income
Council tax can be increased
Charges can be optimized to maximize income
Trading of any surplus capacity eg plants over and above those needed
Efficiency
Reduce debt by paying off old debt and not undertaking additional borrowing (every year some old borrowing is finally paid off)
Use of capital receipts to replace borrowing for capital items
Capitalise maintenance where that is allowed under finance rules
Collaboration with other councils including sharing back office costs
Reduce expenditure on consultants
Efficiency eg 3g and 4g sports pitches which can be used more often and need less maintenance than grass pitches
Services
How are they being provided, can they be provided more effectively?
Why is the council doing this, do people need or want it?
Does someone else do it and is the council effectively duplicating another service?
